I'm looking to gather info with an eye towards purchasing some Grade 100 self locking hooks  to be used in hoisting operations.

It's been my understanding  that the WLL for rigging/hoisting equipment (personnel lifts excepted) was determined by dividing the Manufacturers Break Strength by 5.

Also my understanding that this is a pretty hard and fast rule, when it comes to rigging,

I've been taught that,  when I see a WLL listed on a piece of rigging, I assume that we're talking about a 5:1 safety factor.

But I see that these Cartec Grade 100's use a 4:1 ratio to derive the WLL.

Can you tell me whether this Is an industry-wide change, or just a safety factor that applies to self locking hooks?

Unfortunately you have been given some bad information it seems.  Working Load Limits are based on safety factors (aka "design factors"), but the safety factor ratio varies from 3:1 - 8:1 depending on the rigging.  Most synthetic slings are 5:1, most shackles are 5:1 (but some are 4.5:1 or 6:1), and pretty much all overhead chain products that we know of (the chain itself, hooks, couplers, etc.) are based on a 4:1 safety factor.
