How do you fasten this to the end of the Spencer tape?

It's actually pretty simple, just drop the loop on the end of the tape inside the nail, close it in a vise.  Wranglerstar actually has a video that covers this, you can watch it at this link.  Skip to the 8 minute mark.

What exactly are these used for in rigging?

These are only for use at the end of your Spencer tape, allowing you to fix it a certain point to measure as desired.
