Will they fit a steel Buckingham spike?

Yes, just choose Buckingham as your spur brand when adding the item to your shopping cart.  They take the green insert.

How do the metal inserts attach? By the pictures I can't see anywhere on the pad itself you can insert anything.

There is a slot on each pad where the metal insert slides in and fits very securely. Then the metal insert connects to the metal shank of your spurs with a retainer strap.

Will these pads fit Weaver climbing spikes?

These pads are made by Weaver and will fit Buckingham, Climb Right, Bashlin and Klein with the proper metal inserts. To our knowledge, Weaver has never produced their own spikes.
