Is this Japanese steel? Made in Japan? Which has a smaller handle, this one or the Phoenix red-and-white hand pruner? What is the difference between this and the Phoenix red-and-white hand pruner?

This model, #40017, is an economy hand pruner made in China with a decent quality high carbon steel. The #40012 model is made in Taiwan using a true, high-quality Japanese steel.
