Is it able to slide along the rope in either direction, and then stop someone in the event of a slip fall in either direction?

Yes, that is the essential function.  "The Klimair is for use in 2-in-1 lanyards.  It can also be used for ascending and rigging applications.  Not for self belay by solo climbers."
